To be clear, I believe you are correct when you say the OJHL have their cards. In saying that, without being able to register anything with Hockey Canada at this time, signing guys or trading is pretty much a mute point.
It's a commitment, but, not legally valid until things get sorted out.

I believe the OJHL is currently involved in some dispute with the OHA, which in turn has left them locked out of the Hockey Canada registry. Thus, no real announcements of any player signings or trades coming from the OJHL on June 1st.
