I feel that the new import rule certainly puts the lower market teams at a disadvantage. It will be very hard for them to ever win a title. Teams with lots of cash can afford to hire a larger scouting and recruiting staff. The teams with the best programs and reputations will attract the best playe...

Everyone is forgetting that the import rule was a big thing, but the new rule should really level the playing field for some smaller market teams in being able to offer ice time to players from the bigger midget teams to get them in their system early for development.
